Description Head Start Child Development Program Bilingual
(Spanish/English) Pay Differential Available Hours: 40 hours/week
POSITION OVERVIEW Under general supervision, the Area Team
Supervisor (ATS) supervises and supports assigned Site/Early
Learning Supervisors in the implementation of comprehensive
integrated services delivered to families through all Head Start
Child Development Program options. Ensures a system of
accountability and compliance is in place in all areas of
responsibility. Acts as a support to all staff, filling in for
critical positions at the site when needed. Serves as a program
resource and works collaboratively as a member of the Personnel
Services Team. ESSENTIAL DUTIES AND RESPONSIBILITIES Supervises
assigned staff members in accordance with all Agency and program
policies and procedures. Ensures assigned staff members are fully
trained to perform their duties and responsibilities and monitors
their performance, providing feedback and guidance as needed.
Serves as a collaborative member of the senior management team. In
collaboration with Human Resources, participates in the hiring of
staff for assigned sites in compliance with personnel policies and
procedures, and HSCDP regulations. Monitors compliance with Agency,
State, and Federal regulations including Community Care Licensing
Title XXII regulations and Head Start Performance Standards.
Monitors personnel functions such as timecards, vacation accruals,
performance reviews, staff training plans, etc. Assists in
developing and maintaining staff communication processes at
centers. Ensures service area timeline compliance for designated
sites. Identifies training needs and provides training and
technical assistance to site staff. . Collaborates with service
area teams to improve the operation and the coordination between
service areas. Serves as a representative for the program to the
community. Works closely with specialists and consultants in
meeting program goals and providing beneficial experiences for
families. Conducts regular site visits, requiring driving across
both Lake and Mendocino Counties. Prepares reports as needed.
Attends scheduled meetings, training sessions, and conferences as
necessary, this may include occasional driving when located
offsite. Responsible for generating, collecting, and documenting
Non-Federal Share Match. Must complete 15 hours of professional
development annually. For Bilingual employees, performs all job
duties utilizing dual language ability as necessary to provide
optimum support and services for clients and HSCDP staff. Other
duties as assigned or required. ESSENTIAL WORK HABITS Align work

Qualifications JOB QUALIFICATIONS Education, Training and
Experience: The following education and/or experience criteria are
required to qualify for the designated level: Level I: An associate
degree from an accredited school in Child Development, Early
Childhood Education, or a related field. Level II: A bachelor’s
degree from an accredited school in child development, early
childhood education, or a related field. 24 units of Child
Development, 6 units of administration, and 2 units of adult
supervision. A minimum of three years of recent experience working
with children and families in an early childhood program AND a
minimum of two years recent experience supervising staff. Must
qualify for or possess a CA Department of Education Site Supervisor
Permit. Prior experience and a demonstrated ability to motivate,
engage with and work effectively and professionally with adults and
children from a variety of socio-economic backgrounds is required.
Knowledge of: Principles and practices of interpersonal
communications. Current standard office practices, procedures, and
equipment. Computer operations as relates to the duties of the
position; position requires demonstrated proficiency in the use of
cloud-based systems, word processing, email , and spreadsheet
programs and the internet. Head Start Performance Standards and or
prior Head Start experience are highly desirable. Ability to:
Acquire necessary training and identify and assist with staff
training needs. Accurately collect, analyze and maintain data;
perform data entry for short periods of time. Provide effective and
stable leadership that supports program continuity. Communicate
effectively and appropriately verbally and in writing in English is
required. Understand and carry out oral and written instructions.
Interact with others in a culturally and emotionally appropriate
manner. Maintain cooperative, professional working relationships.
Diffuse difficult and stressful situations involving personnel and
clients. Take direction and work with supervisor to ensure
priorities are correctly aligned and accomplished. Prepare and give
presentations in various settings using audience-appropriate
methods and technologies. Organize, prioritize and manage duties
and tasks with minimal supervision to meet established deadlines.
Be effective working independently and as a collaborative team
member. Efficiently produce high-quality work while adeptly
managing multiple projects. Work a flexible schedule to accommodate
attending scheduled works events and professional development
opportunities. Necessary Special Skills & Requirements: Must be at
least 18 years of age. For work-related driving must have a valid
California driver’s license, a verifiable good driving record, and
access to a vehicle with insurance that covers the employee as the
driver OR reliable transportation with proof of automobile
insurance. Employment is contingent on completion of a
pre-employment health screening, meeting TB test and regulatory
immunization requirements, and receipt by the program of a Criminal
Record Clearance confirming eligibility to work in a Head Start
Program and licensed childcare facility. WORK ENVIRONMENT/PHYSICAL
DEMANDS While performing the duties of this job, the employee is
regularly required to talk, hear, listen, and communicate clearly;
may supervise staff or volunteers as assigned. The employee
frequently is required to sit; use hands to finger, handle or feel
objects, use manual and automatic office equipment, and reach with
hands and arms. The employee is occasionally required to stand;
bend; reach down and stretch overhead; walk; climb or balance; and
stoop, kneel, crouch, or crawl. The employee may frequently lift
and/or move up to 25 pounds unassisted and may occasionally move
and lift heavier materials with assistance using ergonomic
guidelines. Specific vision abilities required by this job include
close and distance vision, peripheral vision, depth perception, and
the ability to adjust focus. The ability to travel during the day
and/or night, sometimes long distance – possession of a valid
California Driver’s License and access to an insured vehicle is
required. Interaction and contact with outside agencies, vendors,
funders, volunteers, donors, and contributors is a frequent aspect
of this job. The employee will regularly use computers and computer
printers, telephones, and other similar electronic office
equipment. The environment can be noisy and includes the comings
and goings of small children and their families. The employee may
occasionally use kitchen equipment and implements that can be
heavy, hot or sharp, as well as cleaning and sanitizing products.
